Weekday mornings before 9am and the hour before sunset are the quietest windows at College Park parks. Saturday mornings are the busiest — and the most social, if you're trying to meet the regulars. From late winter into early spring, DMV area parks turn soft: check the mud factor on each park page before you drive over, since locals update it after every rain.
If you're relocating to Maryland, the dog park is the fastest social shortcut in town. Check in when you arrive, see which regulars are around, and host a meetup so your dog has a crew before your boxes are unpacked.
